Does the miracle cost count if you embed a card with it in something like a  {Panoptic Mirror}? The card I am looking at is  {Temporal Mastery}

No, although miracle is an alternate cost, the cards CMC will still be 7. Same reason you couldn't use a card that says "search for a card w CMC 2 or less and put it in your hand" to grab {Temporal Mastery}.

No, miracle is a triggered ability that modifies it's casting cost. You have no way of triggering that ability in this situation.
