My table fell into a little argument this one Day,
If somebody plays out a Planeswalker with loyalty 3 lets say {Liliana Of The Veil} can somebody respond with playing out an {Lightning Bolt} before they Get the chance to use the ability?

Good question. Let's look at a couple o rules:

116.3b The active player receives priority after a spell or ability (other than a mana ability) resolves.

And

112.5. Some activated abilities are loyalty abilities. Loyalty abilities follow special rules: A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if no player has previously activated a loyalty ability of that permanent that turn. See rule 606, "Loyalty Abilities."

So, if the active player casts a Planeswalker, when it resolves (enters the battlefield) that player retains priority and can use the loyalty ability. If there is anything else on the stack, like the Planeswalker triggering something by coming into play, then there is an opportunity for someone to bolt her. More than likely, unless there is some weird effect like {Dimensional Breach}, they can use her first.

U can they are considered another player so if it says eather target player or creature it would affect her u can declare attacks agents eather who played said card

306.6. Planeswalkers can be attacked. (See rule 508, "Declare Attackers  508.1b If the defending player controls any planeswalkers, or the game allows the active player to attack multiple other players, the active player announces which player or planeswalker each of the chosen creatures is attacking.

Goblinking I'm afraid you're missing the point here, we're not discussing if planeswalkers can be targets of spells but whether one will be able to pump up their loyalty before they get bolted, as they enter the battlefield. The answer is, in general, yes - so BlackJester is correct.

I had said u can then poasted that Plus there was another comment that seems to have been changed/ removed I was answering if u can attack them spasifly

Can u respond to a planeswalker ability?

The ability uses the stack, so yes it can be responded to by other players.

Would the loyalty counter go in at the time of casting or the time it resolves?

Casting, as it is a cost for the ability

Spells are cast, abilities are activated. So when a Planeswalker spell is CAST the counters are placed on when it resolves and enters the battlefield. If a Planeswalker's ability is activated, the counters are added or removed upon activation.
