This is my first real venture away from burn/really aggro decks. My main standard one is voodoo demon party.
Not sure if this deck is all that great, but I went top 8 at my prerelease with izzet (fell in love with the hypersonic dragon, it's ability is meh but a flash haste 4/4 flier for 5cmc? Love it, and the art is Ballin) and went top 4 at the release with just about this deck.

It's good in sealed, but is it good in constructed?

It is a good idea, but it lacks direction. {guttersnipe} is an absolute must in izzet decks, it deals out amazing amounts if damage especially with flashback. Look into the is it izzet thread for ideas

that is why I have snipe in the sb, I like fog bank and the weird for defense, while my beaters soar overhead. I will definitely check that thread out. Thanks for the advice. Also thinking about  either adding or removing a jace/niv to make the other a three of or adding a second temporal.

I am a catagorically burn/aggro player, so designing this was a completely foreign concept. Not having at least 8 mean little one drops or bonfires is messing with me.

Again, really appreciate the comment.

Don't want to buy that much M13. They haven't seen em at my lgs for a while. What should I take out for them?

I'm thinking -3 staticasters, fog banks to sb, snipes to main, +3 {pillar of fire}?

Made it so I can bring in the entire sideboard and transform the deck from a controlish aggro deck to a much more defensive but still combat viable deck.

I am hesitant to do that. The weirds make fantastic blockers, don't die to zombies, and I can pump them to force the trade by chimp blocking.

Hell, the weirds have done serious work for me in play testing. EOT sweeping their board, then swinging in and pumping for the last bit of life more than once. I'll def playtest with them as a two of, but for now see them staying where they are.
