If I use a card like {Druid's Deliverance} or {Rootborn Defenses} without a token out, do i still get the fog or indestructible effect without having to be able to populate?

Target is no where in the text so it doesnt need a target.

While could be wrong since the cards in question are not targeting anything specific the spells while resolving will try to fulfill everything it can. So you would get the "fog" or indestructible effect, but the populate part would fizzle for lack of target.
