It's called Nivmaugus Elemental and u have to exile the instant or sorcery not cast it to add 2 +1/+1 counters and it's a 1p/2t
And it's CMC is either U or R that's it and it's also a rare lol

It's exile instant or sorcery you control to put counters on him. So you are countering your own stuff to make him bigger.

Yep. If your stuff is getting countered may as well get a bigger guy.

Fatty?  It's only for instants and Sorceries.

It's not a "spell" until it is being cast, it's just a "card" in your hand. Read {duress} for example.

Instant and sorcery cards, though. Not instant or sorcery spell. Notice {Counterspell} says counter target spell, not counter target card. And {Ravenous Rats} says discards a card, not discards a spell.

And they say "discard that CARD" not "discard that SPELL"
