If I have a card that makes me draw more than 9 cards, can i play cards til i get down to 8? Or do I have to discard before i play anything? Thx!

Yup. If you have more than seven cards IB hand, the only time you'll discard them is at the end of your turn, the cleanup step.

Thank you! Does anyone know the specific rule to confirm this?

CR 514.1. First, if the active player's hand contains more cards than his or her maximum hand size (normally seven), he or she discards enough cards to reduce his or her hand size to that number. This turn-based action doesn't use the stack.

So does this mean you must discard before playing anything?

So what if you are forced to draw {sign in blood} and you have more than seven in your hand and it's not your turn

The rule I quoted is the only rule about discarding. So the only time you have to discard is a) at the end of YOUR turn and b) if a card tells you to. ({Hypnotic Specter})
At any other time, you don't have to discard.

Say it's your opponent's turn and she uses {Jace's Archivist}'s ability on her turn. You would discard all cards in hand and draw the highest number. If you drew 10 cards for some reason, you would keep them all until the end of your turn.

Clear as mud?
