Your both right but at edh sanction tourneys anything on the ban list is not aloud I mean I used a proxy force of will, and in both edh pod tourneys everyone including the judge was okay with it so yah lol

By definition of EDH, technically the P9 are also restricted in Commander too, since you can only have 1 of any card. Besides, they are diluted over a 100 card deck, and unless you are playing a 5-color commander, you can't include them all anyway.

Individual organizers may be allowed to provide special rules, but they'd have to be spelled out clearly in advance, and not for REL levels above FNM. It's unlikely that they would have different B&R lists though.
