704.5k If two or more legendary permanents with the same name are on the battlefield, all are put into their owners' graveyards. This is called the "legend rule." If only one of those permanents is legendary, this rule doesn't apply.

So why is it that two mickeys can be out (unhallowed and lunarch) but not like garruk relentless and primal hunter?

Because those two legends have different names. Garruk 2.0 and 3.0 both have the same planeswalker type "garruk" hence they both die. If you put two unhallowed mickeys they both die and the same goes for lunarch.
planeswalker rule is different from legend rule.

sakashima can circumvent legend ruling itself when it etb but a clone card will still legend rule sakashima
What about sakashima student would that work as well or would it get buried if it copies a legend

{Sakashima's Student} copies completely, including name and creature type, so it and the legend it copied would both die to the legend rule.
{Sakashima the Imposter} survives because he retains his name, therefor if he copies a legend, there are still not 2 legendaries of the same name on the battlefield, so they live.
note you can copy the imposter and legend rule it away.
