Please do not do the assassin president thing unless you want a visit from the police. And yes, you can get into trouble for it, under the crime of "inducing panic." Depending on your age and where you are doing this, you could get either in some moderate trouble, or just an annoyed policeman telling you to knock it off and go home.

I do, however, highly encourage the eye of the tiger blasting idea.

Find a person walking along the side of the road, drive up and blast eye of the tiger as you keep pace with them, if they are awesome they will start jogging or shadow boxing

No joke, I work in the Bronx NY and as I was driving yesterday I saw a dude jogging with his headphones in and shadow boxing , I was like Bahahahaha yeah he's got to be listening to eye of the tiger

This sounds fun. Another thing you could do is yell smerf out the window to random people, my brother and his friends do it and its funny to see the peoples reactions. They catch a lot of people off guard.
