Can any player activate the ability on {whip silk} or just it's owner or controller?

Only it's controller. Only a card's controller can activate its abilities and pay its costs, unless the card says otherwise (like {feral hydra}).

Depends. I know u could {zealous conscripts} a {batter skull}. Then pay the mana to return to the owners hand when u r done with it.

if you used zealous conscripts you'd be the controller. also you would have to choose between the germ token where. you get to attack or the equipment which you would have to equip and then return to owners hand.
