ETB and static effect - which goes into effect first?

Say I have a {Soul's Attendant} on the battlefield. If I were to cast a {Rhox Faithmender}, would I double the 1 life soul's attendant gives for entering the battlefield, or has Faithmender not finished resolving yet, meaning his life doubling static ability is not yet in play?

Only souls attendant eould trigger. Faithmender does not trigger on itself, so your second theory is correct.

I would have to disagree. {Soul's Attendant} ability triggers as {Rhox Faithmender} enters the battlefield. Once souls attendant ability resolves the Faithmender is already on the battlefield. So you would gain double life. Pretty sure I saw this series of events on DotP w a Soul Warden but correct me if I'm wrong.

As soon as the faith mender hits the battlefield all life gain is doubled. Soul warden would net you two life. Same reason why {Elesh Norn, Grand Cenobite} wipes all enemy creatures with less than 2 toughness even if she's destroyed the instant she enters the battlefield.
