You wouldn't want to run 4 of them. It's 10 mana (elfs shouldn't have a problem) but the more non permanents you have the chance of the spell being pooped on.

With the just 4 of them it isn't usually going to be a problem but how many would you recommend.

Edited now using more elves. Still looking for ideas.

My first thought when I seen this card was a B/G ramp deck that used {liliana vess} to search for the 1 primal surge.   All permanents in the deck except the 1 surge and 4 liliana vess for tutors

That's a good idea I can probably build it with jund colors cause I like the wolf runs as a win condition.
