I keep hearing that the number of poison counters required to kill now is 15. Can someone set me straight

Nope. It is ten. Will probably always be ten (unless a card specifies it differently in future). You might be hearing a play group's house rules?

No my buddy told me he read it on the wizard site.  But I can't seem to find it.  He said it was effective in September

Nope, he's either wrong or he's pulling your leg. I check the official wizards site regularly, and I've never seen anything about changing the number of poison counters to win.

The reason you can't find it is it's not there.
