If I'm using {primal surge} and I pull a {primeval titan} out with it does the titans enter the battlefield effects happen right when it enters or after the surge resolves?

I believe it goes on the stack and resolves after the surge because it can't interrupt the active spell.

Pretty much.  All triggers will wait until the spell is finished resolving, and then you'll put them on the stack.
