Chalice of life Q:

So when can I actually transform it? During the upkeep or whenever I hit 30 life? I was reading the text and its throwing me off

So say I'm at 26 and I use cloud shift on my cathedral sanctifyer and my chalice of life isn't tapped and its my opponents turn. The cloud shift resolves, the sanctifyer comes back I gain 3 life and now I'm at 29. Then I tap the chalice go to 30 and then will it transform?
