They were the blue go-to in Lorwyn/Shadowmoor block, haven't seen many since.

Return to Ravnicia Jace is gonna be Blue/White Jace. {Jace, Memory Adept} is gonna return in M13, Jace v4 will likely be Blue/White, or Blue/Black...i can't wait!!

Edit: Jace's Phantasm has the benefit of also being useable at most point in the game. Even minimal Milling, for U you can trade as a flying blocker, or trade for 5/5. I can't say it'll strictly be better then <x card>, but it'll be a good card.
