So the whole point of this deck is to have out decent of madness and win by mill, what do you think? Any suggestions?

That's one slow mill process. But it's an interesting idea although won't you have to sac mr madness before you win?

With rites of flourishing, I'd be able to draw and exile from hand, so I'm thinking about tossing in stuff like think twice and other flashback cards to prevent that and then flashing back mill stuff like dream twist and using nephalia drownyard haha

Might just be me, but I don't think you're alowed to run 6 {noxious revival}.  Just sayin.  Lol

I would get rid of {killing wave } since by the time you cast it your opponent will know you have no threats so they will just take damage. I would sideboard a few {life's finale} for slower aggro decks. Add a few more fog effects. I just made turbo fog the other day to take to my FNM on Friday. I would get rid of {otherworld atlas} or drop it down to 2 or 1 because 4 cmc is alot for this kind of deck. I would add {clinging mist} ( try and get to 12-14 fog effects}. Also {elixir of life} just so you don't mill yourself with {rites of flourishing}. My version doesn't play removal so I don't know if you need other draw spells

And I'll consider the killing waves thing but if I could killing wave for lethal then they'd sac...

If you don't have any {rites of flourishing} out, {noxious revival} just becomes a stall spell and does nothing. I would play test with and without them and see if you like them

Instead of {dream twist} switch it out for {increasing confusion} since you will have enough land with {rites of flourishing} to play it for X = 10 or greater
