So for the creature  {Mine Layer}, if you were to use its ability to place a mine counter on, say,  {Evolving Wilds} or  {Arid Mesa}, what would happen?

Youd tap your land and sacrifice it. Destroy land trigger would fizzle due to that land not being in battlefield

Tap, sacrifice : do something.
Everything before the ":" is the cost of the ability and is paid before anything else happens.
Such as the trigger of {mine layer}.
As mickeven stated, the trigger will still go on the stack but will fizzle.
