If I play  {Whispering Madness} with a  {Waste Not} on the battlefield, will the discard triggers for  {Waste Not} happen before or after cards are drawn with  {Whispering Madness}?

{waste not} will trigger on the discard, but since madness is still resolving, waste's ability will not resolve before madness is done.
As said, first draw from madness, then abuse {waste not} bonuses with your new hand.
