if i attack {Alesha, who Smiles at Death} and i pay {w}{w} returning {Wall of Resurgence}, the wall is tapped but not attacking right?

Actually, noble, you got that backwards.  Defender just says "This creature can't attack", meaning it can't be declared as an attacker.  You can still cause them to be attacking in some other way, like with Alesha.  More than once, I've seen an Alesha bring back a {Wall of Blood} for lethal.

Doesn't say anything about restricting that it can't be declared, it literally says it can't. And in Magic , can't beats can.

508.4. If a creature is put onto the battlefield attacking, its controller chooses which defending player or which planeswalker a defending player controls it's attacking as it enters the battlefield (unless the effect that put it onto the battlefield specifies what it's attacking). Such creatures are "attacking" but, for the purposes of trigger events and effects, they never "attacked."

It never attacked, though it is attacking.

Correct.  If anything states something Can't Attack, it means that it can't be declared as an attacker during the Declare Attackers step.  There would have to be some other text like...  "If this creature would be attacking, instead remove it from combat."  It just gets really awkward.

Great thing is, it works with other limiting things too.  {Master of Cruelties} can attack just fine if Alesha calls on him to join her.
Same with  {Bloodcrazed Goblin} or {Floodchaser} (if not in commander).

Would this be he same with Demons, Angels, and Dragons for  {Kaalia of the Vast}? So say there was an Angel with defender could Kaalia cheat it out and force it to attack in the same way Alesha would?  I know it works for  {Master of Cruelties}.

Plenty of beautiful combos with the Mss. Perhaps we should open up a combo topic for those?

The ruling is resolved. Anything that is put into play attacking, will be attacking even if it couldn't be declared an attacker.
