I personally think top and balance are fine. The miracles deck is good, and that's fine. Let good decks be good. It's not oppressive and is very unique.

Pithing needle and abrupt decay are my answers of choice. Chains of Mephistopheles. Notion thief. There are interesting answers.

The only thing halfway convincing to me is the slow play. I don't find it convincing, and I think it is worth the delay to keep top in. But between brainstorms (which they will never never ban) and fetchlands (which they will also never ban....interesting thought experiment to ban fetches in modern, but that's for another day) there is a lot of shuffle and silently looking at library. It's a problem, but top is only a small small small part of that.
