Are you using   {Waste Not} On yourself?

{waste not} only triggers on opponents discarding. Whenever an opponent does, you as controller get to do something.
That said, I don't see that much discard. I would recommend something like {Lilliana's spectre}. For now I see a zombie tribal with waste, which can be fine, but you'll get less value out of waste not.

And you should think about abusing the crap out of the waste it can get ridiculous and for that matter 4 duress 4 despise and 4 mind rot you may also want to think about  {Damnable Pact} To keep them nice and stocked so that way you get more zombies
