Seizing rulings?

When gaining control of a planeswalker using {word of seizing}, {confiscate}; if let's say {Xenagos the reveler} and his +ability has been activated three times since entering the battlefield, then I {word of seizing} Xenagos does it come under my control retaining the loyalty tokens from it's previous controller, or does the loyalty reset to the base amount? I was under the impression the permenant leaves the battlefield and the returns under my control, and wiping all counters/tokens placed on the permenant

It doesn't leave the battlefield, just switches controllers. It'll be in the same state as it was before you grabbed it except that you control it.

To add on to this, the planeswalker that becomes a creature until end of turn, can it be siezed then {cloudshift}ed to make it stay under your control once you end turn?

Assuming you have an instant speed {Act of Treason} ability, yes. That will reset its counters. However {Bazaar Trader} won't.

Correct. {Word of Seizing} + {Cloudshift} works too. The reason it needs to be instant is that Planeswalkers that become creatures are only creatures during their controllers turns. {Gideon Jura} and {Sarkhan, the Dragonspeaker} for reference.
