Thats why in legacy you see people activating their top on their opponents turn or casting a brainstorm to miracle a terminus or entreat the angels. It doesnt matter whose turn it is, as long as it is the first you drew on that turn you get the miracle trigger.

You don't even need Quicken!  Miracle bypasses the normal timing restrictions and lets you cast it right there.  However, do be aware that the Fascination most resolve completely before you can resolve your Miracle trigger and cast the spell.

Yup. {fascination} resolves, so all players draw cards. {reforge the soul} is cast afterwards, or at least is a spell on the stack at that point. Before it starts resolving, players get priority.
(Can somebody clarify the exact chain of events, since you don't have priority while a spell is resolving, yet you draw one card at the time, but as you add them to your hand they will be considered indistinguishable (hidden information). Your opponents are required to verify game state, so how do you announce the first card you drew is a miracle card?)

You reveal it as you draw it, before you meld it with the rest of your hand and before you draw another card. It is still considered in your hand at this point, all you have done is put the miracle trigger on the stack, which can be responded too like any other trigger that is put on the stack. Once the miracle trigger resolves and you regain priority is the time to cast the miracle spell.
