When it comes to {U} devotion there are two choices. The aggro deck and the controllish deck. I personally feel like the controllish deck is best and I feel like that's the deck you're making, so here are some suggestions.

-3 {Wall of Frost} it doesn't help win you the game, it maybe buys you a turn or two. Not good enough.

-4 {Vortex Elemental} it's too underwhelming and dies to every removal spell in the book. The shuffle ability sounds good but odds are they're going to fly over it or remove it.

-1 {Dakra Mystic} I just wanted to squeeze in more spells.

-4 {Thassa's Rebuff} it's much too inconsistent. You want to be countering their turn two play.

-1 {Dragonlord's Perogative} you don't have enough dragons to justify this card IMO.

+3 {Nullify} this is an amazing card and a very satisfying turn two.

+2 {Negate} there are no decks in standard that this doesn't work against.

+2 {Bident of Thassa} this is your optimal card draw engine. Some people even run three.

+2 {Thassa, God of the Sea} this card is that good.

+2 {Vapour Snag} this lets you be aggressive for a turn then send back their permanent so you can counter it later.

+2 {Island} twenty land just isn't enough.

Now I'd also change the sideboard to something like this.

{Nullify} your final copy boarded in against creature heavy decks and all versions of Heroic.

2 {Negate} your final copies boarded in against control and other spell heavy decks.

3 {Disdainful Stroke} pay attention to your opponents CMCs game one. If they're casting big creatures and mainly spells like {Frontier Siege} and Planeswalkers this is probably a good choice over {Negate}

2 {Perilous Vault} because {Mistcutter Hyrda}. I personally run one MB two SB.

1 {Pearl Lake Ancient} sided in vs control.

2 {Vapour Snag} if your counterspells just can't keep up try the final two copies of these.

2 {Dissipate} for when you need another catch all.

2 {Tormod's Crypt} Reanimator and whip are making a comeback. Kinda

My SB isn't perfect and neither are the modifications I recommended. I just think the deck will preform better. I run a mono {U} devotion deck in standard and modern.

Also consider {Prognostic Sphinx} and {Jace, the Living Guildpact}

Updated. Still not sure about vault b/c in my meta I haven't seen a {mistcutter hydra} in over three months

It's still nice to have a big reset button. If you're not seeing it maybe run one.
