No. She is not better than {Liliana of the Veil}.

Firstly because of the flip trigger. If you want Liliana you probably don't want a 2/3 lifelink. Which is an okay body for {1}{B}{B} but it's harshly overshadowed by {Vampire Nighthawk} in any eternal format. If your opponent is going to be killing one of your creatures, odds are it'll be Liliana instead of setting up you flipping her. Of course you can get one of your own creatures killed, but unless you devote resources to it (therefore changing the deck from what {Liliana of the Veil} is in and kinda ruining the point altogether) it's a hiccup. And if you do devote resources to it then your overall investment becomes more than {1}{B}{B} and a card. The point I'm making is you'd rather cast {Lilians of the Veil} instead of shifting or making a deck for {Liliana Heretical Healer}.

They have identical first abilities except that {Liliana, Defiant Necromancer} builds 2 at a time. A small edge compared to the previous paragraph. But not something to forget. We all know the power of building two at a time instead of one. ({Ashiok, Nightmare Weaver}, {Ugin, the Spirit Dragon}, {Venser, the Sojourner}).

The middle ability. The reason {Liliana of the Veil} is so revered /is that middle ability/. It is extremely valuable to be able to take down a hexproof, indestructible or other resilient threat and keep going. {Liliana, Defiant Necromancer} is a different can of worms intierly. I'd like to say I like it, but it's too weak. If you do it the first turn you can you get a creature with CMC 3 or less. If you go for 3 you lose Liliana which seems like a very poor investment. It does synergies with the first ability but the overall investment and non-legendary clause mean if you're running her for that you should just use {Zombify} or something similar. I may be wrong here but this is just how I see it.

Embleming {Grave Betrayl}? And on ALL creatures? I'm shocked there isn't an opponents clause. {Liliana of the Veil}'s ult is very solid as well, though. However for my personal taste I'd rather build around {Liliana, Defiant Necromancer} as it'll be more fun. However {Liliana of the Veil} is going to be more relevant generally.

The verdict: {Liliana Heretical Healer} is not and won't be what {Liliana of the Veil} is. They are different cards. I think {Liliana Heretical Healer} will make a very fun deck, but I do not see it having impacts on Modern or any other eternal format unless some insane synergetic/combo cards are printed/found to push her power levels into the WOW range. Currently I don't think she'll see much play, even in standard.

She will, however, be a great EDH deck. Focus on a sac theme and run after that emblem. She's also looking at a slot in Sac N Grab decks.

All in all I like her, she just isn't a 5 star card.

I was thinking any black deck running  {Cabal Therapy} would love her. She is more deck specific I suppose but I think she's going to be really good!

oh my lord. They're gonna be flip csrds. Starting as legendaries, and then they flip into PWs!!!! The mechanics will be along the lines of "if you control a planeswalker... so and such" , much like lieutenant.

I feel like everything with it looked fine except the actual art of creature Chandra was really bad. You can barely tell there is a creature in there.
