I'm not sure what to react on, but {splinter twin}?
The guy is legendary.
Oh, w8 nvm... Twin can actually copy legendaries.

However, state based actions being checked before you get priority, would his etb even trigger?

Yes. He has to enter the battlefield for the state based action to even occur.

The fact that state based actions are checked and may change things does not mean the game won't see the necessary conditions met for a trigger and then let the player trigger them. A player can't put those triggers on to the stack until he or she next receives priority but the trigger isnt negated by state based actions changing the boardstate. Both players can have triggers waiting to go on the stack while state based actions are happening.

What I meant was, if he had a built in fog and became as big as the number of creatures he exiled, he'd be good against splinter twin decks. Not to splinter twin himself.
