Kolaghan's dash ability and edh

 If I have {Kolaghan, the Storm's Fury} as my commander can I used his dash ability while he is in my commander zone?

Yes. It is subject to the commander tax, however.

So if he died once lets say his dash ability cost 2 more colorless as well? I thought the tax applied only to his cmc

Unfortunately, the Wording for Dash states "you may CAST this card for it's dash cost..." The word "cast "means that you will be subject to the tax. So the first time, dash will cost the normal 5. Then he returns to your hand. The next time you have to cast him from the command zone, the Dash ability will cost the taxed 7.

Now I'm new to commander, so I need clarification on this. I thought it was your choice whether or not your commander goes to the c-z when it leaves the battlefield. And I thought only then, is it taxed when re-cast from that specific zone. Am I way off base on this?

You have the choice when he's headed to the graveyard or exile. Any other time you don't have a choice.
So he can Dash out of the command zone and end up in your hand. You can cast/dash him any amount after that, but if he goes back to the command zone his dash and his normal cast will cost 2 more.

Depends on which format of EDH. In regular EDH, if he goes to GY or Exile, you can choose to have him go back to command zone. You don't get the option if something tells you to send him to the hand or back to deck.
In Fremch (1v1), anytime he would leave the field, you have the option to return him to the CZ.

My playgroup plays with French rules even for multiplayer cause tucking is stupid. (In our opinions. I'm the only one that even owns/runs tuck cards.)

Yup.  You're still casting it, so the cost is subject to taxes and reductions.

Final question (I hope). If I've used his dash ability 3 times and the third time he is killed by an opponent will his tax be 6?

Commander tax only cares how many times it's been cast from the command zone, specifically.  If it's gone to your hand each time, you've only cast it from the Command Zone one time, so the tax would be 2.

Only if he's been killed/exiled each time. If the first two dashes are successful and the third is unsuccessful then he would only cost {2} more.
