Can you regen a creature If somebody tragic slips it ?

Yes, you can't regenerate it because it's not getting destroyed, it's just getting it's p/t tampered with, so regen wouldn't do anything.

That's right. Only lethal damage or "destroy" effects can be regenerated. 0 toughness or less is not destruction.
