I agree that it seems bad, I personally think that it is a bad card for a deck that thrives off cheap spells, I have watched a burn deck that summoned him have to BURN HIM to stay alive because I was preventing damage and gaining life.

Like all cards in magic he is situationally awesome and simultaneously sucky
You have know when to deploy him. I only do it when I know that I have complete control of the field.

I'm pretty sure that other than {Lightning Bolt}, {Eidolon of the Great Revel} is the best card in the RDW decks

Bad? Disgustingly good more like it. In modern and legacy it wrecks face when 90% of players are casting cheap spells. Sure you might have to side them out against a slower deck or two but play with it and you'll see how it is so dangerous.
