0 attack issues

Can you attack if a creature has 0 attack?

If the creature with 0 attack can attack, does it deal damage?

Had this issue with a {Paranoid delusions} on a {Vortex Elemental}

It can attack just fine, yeah.  However, creatures with 0 (or less than 0) power don't deal combat damage.  They won't trigger Cipher.

702.98a Cipher appears on some instants and sorceries. It represents two static abilities, one that functions while the spell is on the stack and one that functions while the card with cipher is in the exile zone. "Cipher" means "If this spell is represented by a card, you may exile this card encoded on a creature you control" and "As long as this card is encoded on that creature, that creature has 'Whenever this creature deals combat damage to a player, you may copy this card and you may cast the copy without paying its mana cost.'"

Creatures with 0 power can attack.

Unless there's a spell or ability causing the creature to not be able to attack, it can attack.

119.8.: If a source would deal 0 damage, it does not deal damage at all. That means abilities that trigger on damage being dealt won't trigger. It also means that replacement effects that would increase the damage dealt by that source, or would have that source deal that damage to a different object or player, have no event to replace, so they have no effect.

So. Cipher won't happen. Cuz it says "whenever this creature deals combat damage to a player~" and 0 means. No damage being dealt.
