Not the first time this has happened. Remember {Shield of Kaldra}. That was the prerelease promo for Darksteel. Guess what didn't come until Fifth Dawn? {Helm of Kaldra}.

The reason they did this is so the card can be drafted.  Khans/fate.   Fate/dragons.   Otherwise this card would be useless when dragons comes out and you don't draft khans anymore.

Aside from the delve flayer and cards to dabble in Bolster I'm not all that interested. However some of the dragons do seem pretty fun
