Trait Doctering on Favored Hoplite

I was watching SCGWOR and a guy ran {Trait Doctering} and {Favored Hoplite} how is this legal?

This is very confusing. Do you mean he Ciphered {Trait Doctoring} onto it? Or did he somehow change it? Ciphering, legal. Changing, not legal, there's nothing to change.

He targeted his Hoplite and then ciphers it to the FH

As far as I'm aware that'd just fizzle the first casting of the spell. I don't think that'd stop the cipher but I don't see how it'd affect the creature at all.

the permanent doesnt need a color word. hes just getting a free heroic trigger for two mana.

The spell only requires a target permanent. The fact that the spell does nothing doesn't matter - all targets are satisfied, spell resolves.
