Doesn't quite work, sorry.  The check to see if there aren't any counters is made when the upkeep ability resolves.  You can hexmage it, but you won't win until your upkeep.

yea you can. but the point of this thread was win at anytime, so now its just at upkeep.

All it says is at the upkeep to remove a counter. Then it says "if there are no counters..." These two things sound like they can happen independently from one another, not just during upkeep
