{Tajic, Blade of the Legion}'s battalion ability, is that activated or triggered?

Can it be countered/prevented with {Stifie}?

Triggered

Activated usually has a [cost] : [effect]
Triggered is the "whenever, when or if" clauses

Note inside the explanation of battalion it says "whenever......"

And yes, it can be stifled by stifle ing the battalion trigger

Actually, "if" is a replacement effect and does not use the stack. "At" is a triggered ability.

Just to clarify.

When would Stifie be used properly? When they declare attackers?

What if I gave it double strike? Would it have to be stifie'd twice?

As a triggered ability, it uses the stack. So whenever you get priority before the ability resolves you can stifle it.

Thanks for the fix sardok

And stifle him anytime during the declare attackers step

Double strike does not make him attack twice, merely means he deals damage during the first strike step AND the normal damage step

One stifle keeps him small, still indestructible, but small

you cannot stifle anytime during the declare attackers step. you can only stifle in response to the ability being on the stack which will be during the declare attackers step. otherwise there would be no ability to target.

If I have a Tajic on the field and an opponent uses {Clone}, and then on my turn I use {Act of Treason}, does the Legend Rule apply?

Sure.  You control two Legendary Permanents with the same name, so you send one of them to its owner's graveyard, just as if you'd stolen an actual Tajic (Assuming the Clone is copying Tajic)

So only one goes bye bye? I thought they both go to their owner's graveyard.

Legendary rule changed when m14 came out.

704.5k If a player controls two or more legendary permanents with the same name, that player chooses one of them, and the rest are put into their owners' graveyards. This is called the "legend rule".
