Can you only activate that ability once per duel or do that ability every turn?

You may activate it as many times as you can pay for it. It will, unfortunately, only give you the effect once.

The text on the monsterous begins with if this creature isn't monsterous and ends with this creature becomes monsterous.  Even if you manage to put two monsterous abilities on the stack, once the first one resolves it will prevent the other ones from having an effect.

As noble stated, when a creature enters the battlefield, it is no longer monsterous and can be affected by the ability again.
