if i have a mill deck with {phenax god of deseption} as my commander with an have phenax and {lazar dimir mastermind} in play plus some others if my opponent somehow has his commander in his library and i mill it out can lazav copy it before the opponent chooses to put it in the commander zone?

903.11.: If a commander would be put into its owner's graveyard from anywhere, that player may put it into the command zone instead.

Their commander does not hit the graveyard if they were to choose to put it in the commander zone.
