given {Stranglehold} and {Maralen of the Mornsong} paralyzes opponent, opponent still take 3 damage and {Sygg, River Cutthroat} ability (incase i have it in play} will still make me draw right?

It will not let you draw a card. With Maralen on the field, players cannot draw cards for any reason. From her Gatherer rulings:

4/1/2008   Maralen prevents players from drawing cards for any reason, including as a cost, as an effect, and as a result of the "draw a card" turn-based action during the draw step.
