Nemesis of reason

I have {nemesis of reason} in play and I declare an attack 1) at what point do I have to say who I'm attacking and 2) if somebody returns nemesis to my hand while I'm in my declare attackers do it still do it's effect?

So you say I declare attackers, nemesis of reason attacks Timmy
Now even if someone bounces/kills it, Timmy still gets hit by the "ability arrow" principle that makes him mill

Counter to that, they may bounce/kill it before declare attackers step to avoid this

Fact is once you enter declare attackers step you have priority until you have declared all attacking creatures so no opponent may see you tap your other creatures and nail it as you reach for it. It's more of a "Imma attack now, here is everything I'm attacking with, now what do you want to do in response to me declaring these creatures as attacking"

Declaring attackers doesn't use the stack. It's a series of choices you make at the start of the phase before you gain priority.
