incase i will cast {Jhoira of the Ghitu} from command zone, can opponent counter it for example with {Counterspell}

and incase i suspend a card with {Jhoira of the Ghitu} and incase the last suspend will remove, can opponent counter that suspended card after the suspend cost gone?

thanks

Keyeto

Yes to both.

Commanders can be countered when cast from the command zone, as they are still being cast. Also, when the last time counter is removed, you are actually casting the spell (for free, of course), so it can be countered as well.

You could also go about countering Jhoira's second ability (the one that lets you cast the creature) and the creature will remain exiled.

She's powerful, but vulnerable!

You cannot. Commander format is specifically 100 cards including your commander, with only one copy of each card (except basic lands) allowed. House rules are encouraged, however, so if your playgroup wants to change it, it's up to you guys! But officially, it's 100 cards.
