You are right. Jayla has activated tap abilities. You can't use them the first turn you play the card.

See my comment above. I misrememwbed what your card was since it wasn't a hyperlink. I thought it was a planes walker like {Chandra pyromancer}. You can use a planes walker ability the turn it comes into play, and only on your turn. I was confused.  You played it right.
