I don't think they would include worldfire. Even though it fits the theme, they know that magic cards are meant to be played with, and the only format in which worldfire is playable in, it's banned (EDH).

Yeah, I can't see it being in the Vault. It fits, but like you said, it's banned in the only playable format.

I was thinking  {Evacuation} but {Upheaval} fits the theme better
