It may indeed be legit. At least, the fonts and wording look right at a glance.

To explain why the price is so high, this isn't just any foil rare. This is an almost one-of-a-kind foil card with a serial number on the back. So far as I know, only three of these have been found. It's a serious collector's item, not just another promo.

I am still highly skeptical and doubt it's legitimacy. It's a set that hasn't even had cards revealed yet except for two. Foil looks weird. Set symbol foil in text box looks off-center to me.

I've been wrong plenty of times before, though. But I certainly wouldn't risk money on something that feels this fishy. Just my opinion.

It was undoubtedly revealed on purpose. WotC has been revealing Conspiracy in glimpses and codes (Tabak confirming via acronym, a coded announcment...), and this and how it's related to cogwork librarian fit in perfectly.
