You've got a point- best way to do this is sell basic lands with a "free" proxy included.

No it isnt... You're missing the point of why he's selling these. They just arent for standard tournament play. When you're among friends and just want to show off neat art or a card nobody could possibly have as a joke then it's fine.

If you strictly say "for casual use only" and "do not use these in any other formats" then you wont have any issues.

I don't think wizards particularly cares, as long as you're not passing them off as genuine, even if their policy states otherwise.

Im pretty sure they just tell you to stop or else they will go to court if it becomes a big issue

Wizards doesn't like it but plenty of people do it. They've only shut down big operations. Not worth their time for people on small forums making cards for fun for casual use.

It's like cockatrice and any other mtg thing they don't profit from. Don't like it but can't stop it all and honestly the more interest in their product the better for them in the long term. People who play but cards.

Most proxies are edh related which is a causal format and people like to pimp their deck out. Any casual play at that too. If you own the card I see nothing wrong with proxying it for some cool factor or you don't want to ruin something super expensive.
