I've read somewhere that someone else stocks magic supply for target

So it's possible that older decks(inventory) gets marked down and newer decks put out by supplier don't get the mark down

Over the summer, Target was disposing of six Izzet Vs. Golgari duel decks. My friend who works there got a hold of them and offered me two if I helped him part out the other four on eBay.

Yeah I was stoked. I kept one of them to use as intro decks to play with friends, and sold off a large chunk of the other.
