But not on the card ...

Oracle text. He has hexproof. The text on his card = hexproof.

Uril was printed before hexproof was a keyword. the oracle text is still the same so the spotlight hits him all day

This. Your card can say zombie, look like a zombie, and all that jazz, but if the oracle says its a squirrel, it's a .loving. squirrel. Lol

Does it effect shroud?
Shroud reads-cannot be affected by spells or abilities.
Hexproof-cannot be affected by spells or abilities your opponents control.

And the spotlight specifically says hexproof, :)

That would be similar to something saying that creatures lose first strike, but it would not affect a double strike because the ability is different even though half of it has the same effect.
^ correct. I should've stated that. Thank you.

An ability says that you can target hex proof however the fact that it still has hex proof still does not allow gs targeting unless there is a troll card that says " creatures you opponents control cannot have hex proof" lololol
