I'm not sure it will really work, but it seems like it would be fun. The goal being to turn all their serious threats into pigs and frog lizards and then dragonshift for a win. I'd love suggestions.

Could try izzet blue devotion to do master of waves and use the tokens to make dragons

Mono-blue does that. It's something they have to play around.
