This card is good in limited if you devotion is high but! In standrd it's just a bad elspeth!

Personal recommendation is
{Gift of orzhova} makes them precinct captains silllly

Oh yeah my mistake. I just feel that if some cards without dev. were chosen primarily for the 2 mana symbols, it may not be worth it in white

Yeah, I took the approach at this deck of white weenie but because of devotion and shrine, I can hit the big stuff quick. A turn 4 angel of serenity is always fun to imagine. I also thought about gift of orzhov as you pointed out, what would be an okay drop for it?
