If my opponent cast a spell to trigger my {Standstill}, can I draw 3 cards and still counter his spell?

I would believe so because so long as the mana is tapped for the spell and they remove it from their hand it is cast
It doesn't need to resolve for your counters to go through.

Your opponent casting a spell triggers standstill. It doesn't have to resolve, so feel free to counter it also.

You also don't need to sacrifice {Standstill} if that happens.

Do you draw the 3 cards before the spell resolves, giving you a chance to draw a counter?

I believe so

The sacrifice is a triggered ability in response to a player casting a spell, so it is actually an effect. If the ability is stifled on the stack, you won't need to sacrifice it.

The card says "when a player casts a spell, sacrifice standstill". You aren't given a choice.  If you cast a spell, you have to sacrifice standstill against yourself.  The rest of the text in the card only happens if standstill was sacrificed in this manner.

Sacrificing standstill is part of its ability, not a cost. There is no cost : effect format to the ability. If you stifle the ability, you stifle the sacrifice half as well. You can't counter half of a spell or ability and not the other, nor can you cast a spell between the two halves during its resolution to accomplish such.

As for the OP, if you happen to draw a Counterspell from Standstill's effect, yes, you may use it to counter the spell that was used to trigger standstill. That spell is still still on the stack, and both/all players will recieve priority to cast spells after Standstill's resolution to cast additional spells befor that first spell gets the chance to resolve.
