So if I use {liquidmetal coating} on say first card off the top of my head {jace the mind sculptor} and then cast {sculpting steel}, declaring jace as the "target" ( "quoted because not actually targeting) will sculpting steel be an artifact JTMS forever, or just until the end of turn?

Layer 1 is copying effects, and layer 4 is type changing effects.

The copy won't stay an artifact. Whenever you copy something, you get what's printed on the card. Type changing effects are past the layer for copying effects, so they are not applied.
